Chantr. Form. 262, 8. Connection with <b class="b3">ἀστραβής</b> is improbable. Neumann, Incontri Linguisti 1, 1974, 103-8, connects Hitt. [[asatar]] [[seat]] (from <b class="b2">as-</b> [[sit]]); but <b class="b2">-ba-</b> is rare in Hittite. Fur. 143 mentions <b class="b3">ἀστράπην</b> (<b class="b3">-απήν</b> trad.), Sturtevant, Cl. Ph. 6, 208; variation <b class="b3">αβ</b>\/<b class="b3">απ</b> is well known in substr. words (Fur. 107); rejected without reason by Neumann (who points to words in <b class="b3">-βα</b>\/<b class="b3">ος</b>, which are prob. loanwords); so perhaps rather a substr. word.
